Fishing ban

In order to prevent the destruction of fish during their breeding season, a fishing ban rule was introduced. Protection is carried out by setting certain deadlines for fishing, closing places where hunting is prohibited, paying special attention to valuable species.

When does the fishing ban begin and end in different regions of the Russian Federation?

The ban on fishing is calculated separately for each region, because each area has its own species of living creatures and the characteristics of their spawning. The law is based under the leadership of the Federal Fisheries Agency and applies to various types of fishing.

The start and end dates of the ban are assigned to each locality and are often tied to the time of fish spawning. This mainly occurs in spring and summer.

Start dates of the ban depending on the region:

  • Moscow region: April 1-June 12, applies to all types of fishing.
  • Novosibirsk region: April 20-May 20 on the Ob River, from April 23 to June 11 on the Novosibirsk Reservoir.
  • Leningrad region: from September 1 to October 15.
  • Kaliningrad region: ban on catching crayfish from April 12 to May 29 on the Sheshupa River. From March 3 to April 12, pike fishing is prohibited.
  • Krasnodar Territory: from January 1 to June 14, catching crayfish. November 15 - March 31 spearfishing.

Prohibited fishing spots

  1. In the area where fish and their young are raised. Near dams and bridges.
  2. In places where fish gather for spawning.
  3. Any fishing while on a boat is prohibited.
  4. In the area of ​​fish nurseries and reserves.
  5. On the ground of the fishing society.

Prohibited fishing gear

  • fish traps. It should be remembered that structures for catching crayfish are permitted;
  • trout traps;
  • special rods such as spinning rods, feeders and tackle that reach the bottom;
  • poisoning of fish using special traps;
  • fishing by straining. It is only allowed to use lifts up to 1 meter in size;
  • use of traps;
  • hook tackle;
  • sharp objects for fishing;
  • pneumatics and firearms;
  • explosive devices, electric shock weapons.

Prohibited fishing methods

  1. Fishing using bait and jamming.
  2. Fishing with a line.
  3. Luring fish by trolling using a large number of baits.
  4. Fishing on a girder with more than 10 hooks.
  5. Using devices that block the territory.
  6. The use of "floss traps".
  7. No more than 5 shells per person.
  8. Catching crayfish by diving.
  9. During the spawning season, fishing by boat is prohibited.
  10. Use of swimming equipment that is not registered.
  11. Installation of huts and other structures on the ice.

Prohibition on the type of fish, its length, quantity

The length of the fish is determined taking into account the high point of the head with the mouth closed, to the base of the middle rays of the tail. Crustaceans are measured from the end of the tail plates to the middle line of the eyes.

You should catch fish carefully and then release it if the size exceeds the established one:

  • For carp – 35 cm.
  • Crayfish – 10 cm.
  • Pike perch – 39 cm.
  • Burbot – 43 cm.
  • Asp – 37 cm.
  • Catfish – 42 cm.
  • Carp – 23-25 ​​cm.
  • Ram – 17-18 cm.
  • Podust – 15-18 cm.
  • Herring – 12-14 cm.
  • Grass carp – 43 cm.
  • Trout – 15-17 cm.
  • Pike – 34 cm.
  • Bersh – 26-27 cm.
  • Barbel – 21-23 cm.
  • Silver carp – 49-52 cm.

The established number of fish caught per individual:

  • per day up to 4-5 kilograms of fish. An exception is made only in the case when one fish weighs more than the norm.
  • Fish can be exported in a weight of no more than twice the norm in a few days. It is allowed to transport any type of fish.
  • there are no established boundaries for fishing for gudgeon, ruffe, and bleak;
  • number of crayfish - up to 30 per day;
  • Any fishing requires a license. To obtain it, you should contact special authorities.
  • catching live bait - no more than 30 pieces per day.

Laws governing fishing

In 2021, fishing is regulated by the following regulations:

  • Water Code of the Russian Federation;
  • Federal Law of December 20, 2004 No. 166-FZ “On Fisheries and Conservation of Aquatic Biological Resources.”

In accordance with 166-FZ, fishing restrictions are established by the federal executive body - the Ministry of Agriculture. The Ministry of Agriculture issues Orders, for example, in 2021:

  • dated 05/07/2019 No. 242 (catching Japanese smelt in the Razdolnaya River and navaga in the West Sakhalin subzone is prohibited until 12/31/2019);
  • dated 04/18/2019 No. 205 and dated 02/12/2019 No. 72 (fishing for white halibut is prohibited in the Kamchatka-Kuril and North Sea of ​​Okhotsk subzones).

The Federal Fisheries Agency annually determines and establishes fishing bans, terms and fines for violating the rules. The territorial branches of Rosrybolovstvo publish restrictions on fishing, which vary by type of fish, places of fishing and duration of restrictions - for example, you can see the list of prohibitions in the North-West region.

On January 1, 2019, Federal Law No. 475-FZ of December 25, 2018 comes into force. Its main purpose is to distinguish between recreational fishing and poaching. The adoption of this law was expected for six whole years. And now the time has come to find out when the fishing ban - in 2020 or 2021 - will take effect and what exactly it will apply to.

Restrictions on fishing during the spring-summer spawning period

Before the spawning period, you can fish in any convenient way, using swimming equipment. But after it starts, it is only allowed to row, and fishing from a boat is strictly prohibited.

If a person has no intention of going fishing, but simply wants to go kayaking in a prohibited place, then he should apply to the local authorities to obtain a permit. The fishing rules establish the fact that during spawning you cannot go out on the water on any vessels.

During spawning, any fishing is prohibited, except for fishing on the shore. It is allowed to use one fishing rod such as float, bottom and fly. The permissible number of hooks is up to 2.

Hunting with nets and other types of traps is prohibited. It is also prohibited to go fishing by boat. Spawning areas cannot be visited on motorized vessels.

Hunting rules during spawning:

  • using only one fishing rod and no more than 2 hooks;
  • fishing only during the day;
  • hook size up to 10;
  • fishing only on the shore.

What restrictions await fishermen under the new law?

In accordance with Article 6 of Law No. 475-FZ, public water bodies are legal places for fishing by citizens of the Russian Federation. You cannot engage in “silent hunting”:

  • in specially protected natural areas;
  • on defense lands;
  • at sites included in reclamation systems;
  • at commercial aquaculture facilities.

Underwater mining is prohibited by Article 7. These regulations apply throughout the country. And, for example, the 2021 spawning ban by region needs to be clarified in separate orders and on the websites of the territorial departments of Rosrybolovstvo (restrictions usually apply in the spring - early summer, but can be longer).

Accordingly, restrictions in different parts of the country differ. For example, in Buryatia, fishing of any resources is prohibited from May 1 to June 30, but in the Leningrad region there are no such restrictions. They were installed on certain types of fish in specific places (for example, from March 1 to June 30 you cannot fish for lamprey in the Narva River). In the North-West region, in accordance with Order of the Ministry of Agriculture of Russia dated November 6, 2014 No. 427 “On approval of fishing rules for the Western fishery basin,” there is a ban on spinning fishing in 2021 in the Neva River from the mouth upstream for the periods from May 15 to May 15 June and October 1 to November 30.

So the timing of the fishing ban in 2021 does not coincide either by region or by type of resource. Therefore, every fan should check which fish are currently banned.

Responsibility for violating fishing laws

Fishing on a boat during prohibited hours will cost you a fine of 2-5 thousand rubles. The amount often depends on many factors: fishing location, equipment and availability of a swimming device.

If the catch contains fish from the prohibited list, then in addition to a fine, you can get arrested. The fine will be much more than 5 thousand rubles, so spawning fish are protected with special care.

Fishing on the shore in a prohibited place costs 1.5-4 thousand rubles. Using gear costs the same amount.

It should be remembered that it is allowed to use only one fishing rod, which has no more than 2 hooks.

The fishing rules do not clearly explain whether it is possible to use a wobbler and what is the permissible number of hooks allowed on it. That is why, during established periods, it is not recommended to risk your nerves and wallet, so as not to get caught by security with a violation.

Note! Parking in the spawning area is also considered a violation. A fine is imposed if you are on a line up to 200 meters from the shore. Experts recommend carefully planning picnics and vacations, spending your time in designated places.

What can you fish for when it is prohibited?

First of all, ordinary fishing rods with two hooks are allowed. Frequent questions arise regarding spinning rods, since not everyone knows the rules for its use.

Security will not find fault if the fisherman uses a regular classic jig. There is no exact answer about wobblers, but it is not recommended to use more than two hooks.

Why can't you fish with a spinning rod?

The ban on the use of spinning rods is explained by the fact that fish spawning involves its close approach to the shore. At this time, the female lays eggs, and the male must fertilize her as much as possible. Spinning in the water prevents the fish from carrying out the normal spawning ritual. Furrowing the bottom risks the fact that the eggs will be mixed with silt and will not be fertilized.

That is why it is recommended to use a fishing rod on a float; it does not reach the bottom, is lighter and does not damage the eggs. Before going fishing, you should check the prohibited places, since the use of spinning rods is not prohibited everywhere.

According to the rules for the use of water bodies in the Novosibirsk region, areas are declared temporarily closed for small vessels :
