Pskov poachers paid more than one million rubles in fines for illegal fishing. Is it a lot or a little? Fishermen and officials assess the situation differently. Which of them is right is discussed in a new article by Nikolai Besklevny, a columnist for the Pskov Information Agency.
Two years have passed since the adoption of major changes to the fishing rules and legislation of the Russian Federation, aimed at preserving aquatic biological resources and combating poaching. These include daily catch rates, minimum permissible fish sizes for catching, and new rates for calculating damage caused. But is the topic of poaching a thing of the past? I addressed this question to the head of the Pskov fisheries protection department, Alexander Posadsky. The chief Pskov fishery inspector looks at this problem with optimism, unlike me, a simple Pskov fisherman.
There are fewer illegal networks, more criminal cases
“Our rivers and lakes are becoming cleaner,” Alexander Posadsky confidently stated, “fewer illegal networks are being installed. But what is increasing are criminal cases for violations of fishing rules. In practice, if a poacher is caught with a net and fish in it, then 90% of the time it can be said that his illegal actions will show signs of a violation of the Criminal Code of the Russian Federation under Art. 256 “Illegal extraction (catch) of aquatic biological resources.” And it doesn’t matter what kind of fish was in the net, valuable, like whitefish or pike perch, or trash, like roach or silver bream. Even a ruff can bring a violator under criminal charges. By court decision, both fishing gear and vehicles will be confiscated, and not only boats and motors, but also cars with trailers.”
“The inspectors of the Pskov fisheries protection have a very difficult job,” continued Alexander Posadsky. - Day and night, on holidays and weekdays, in any weather, they are guarding aquatic biological resources. This year, a lot of business trips have been added to the busy schedule. Most of our inspectors have repeatedly gone on long business trips to Karelia, Komi, the Leningrad region, and even Chukotka. In turn, inspectors from other regions of Russia are regularly seconded to us, which gives positive results. The state does not forget about the importance of the work of fisheries protection authorities. In 2021, the material and technical base of our structures was seriously updated throughout the country. The Pskov department also received two new off-road vehicles and two modern high-speed boats. We hope to soon receive winter equipment, it has already been centrally purchased and distributed. So, as you can see,” the head of the Pskov fisheries protection concluded our conversation, “we are not standing still, but are moving forward in preserving the biological resources of the Pskov region.”
Poisonous Web
The chief Pskov fishing inspector sees the situation in his own way. And it's hard to argue with him. In his hands are numbers, official statistics. Over the past year, the amount of fines imposed for violations of fishing rules in the reservoirs of the Pskov region exceeded one million rubles. Severe punishments forced many who like to play around with fishing nets to think twice and leave this “craft,” but not all of them. Personally, when I fish on our rivers and lakes every week, I see that the picture has hardly changed - nets, fresh and abandoned, come across me on every fishing trip and are far from isolated. So on May 28 of this year, during the search for the missing three-year-old girl Varya, together with volunteers, I examined the delta of the Velikaya River to the right of the Gladysnaya channel. During the four hours of searching, I wound poaching nets around the propeller of my motor no less than five times and came across at least two dozen long rows of nets with floats clearly visible from afar. And this was during the period of spawning and the “two months of silence” on Pskov reservoirs, when the use of boat motors was prohibited.
Or a very recent example. On October 30, my friends and I were fishing in Raskopelsky Bay. There was thick fog almost until lunchtime. First, a friend called and said that his spinning rod had gotten caught in a net that had come from somewhere, it took him a long time to get out of it, he cut off about a hundred meters and threw it ashore, but some of it still remained in the water. About two hours later, my partner and I had the same “happiness” - we caught both wobblers in the middle of the bay on a huge net. We fiddled with her for at least an hour. They were barely able to tow the net to Pypno Island; its length was at least two hundred meters. That day, more than one spinner probably got caught in it, but we were the only ones who got dirty. There are meter-long holes in the net, a lot of grass, apparently it has been here for at least a week.
Where were the fishing inspectors, who visit the bay every day, looking? And who are these “smart guys”? After all, putting a net in the bay means its certain death. Firstly, it is impossible to set nets here; fishing in Raskopelsky Bay is prohibited; secondly, spinning fishermen will certainly uproot it. In addition to holes and grass, the nets also contained a lot of rotten and dead fish - two-kilogram pike perch and pike, kilogram-sized ides and, most surprisingly, kilogram-sized roach. Some “wrong” poachers installed it and abandoned it. And this is the main problem with networks. In such nets, poisons and toxins from caught and decomposed fish kill all living things tens of meters around. And no one knows how many of these “thrown things” there are, but there are many, extremely many. It is in such nets that a huge number of fish die.
Reservoirs of the Pskov region

There are about three thousand lakes in the Pskov region where you can profit from fish. They occupy almost two-thirds of the entire water space of the region. Lake Glubokoe is considered the deepest, and the most famous is Pskov-Chudskoe. Also worth noting are Zhizhitskoe, Dvinya-Velinskoe, Polisto and Ivan, but they are significantly smaller in area.
Lake Peipus-Pskov lies on the border between Russia and Estonia. Its greatest depth is fifteen meters, the average barely reaches seven. Thirty rivers flow into the lake, but only one flows out - Narva. On the Russian side, most of the coast is part of the border zone, access to which is limited.
The water on the lake quickly warms up and cools down quickly, the transparency is low, and the current is also weak. The ice breaks up only at the end of April. Of the fish, the reservoir is rich in perch, pike perch, roach, bream, whitefish and other species.
The most famous lake is Peipus. This is the third largest lake in Europe: 150 km long and 50 km wide. The dimensions of the natural reservoir are substantial, but the depth is small. Near the coastline it reaches 3-4 meters. The water here warms up well, there is a lot of plankton in it, and, accordingly, fish that feed on it. It must be said that the diversity of fish in the Pskov region is quite significant - 42 species of fish are found here.
Lake Peipsi is connected through Lake Teploe to Lake Pskov. There is a lot of fish in the lake, in particular, the famous smelt is found here. From Lake Pskov, fish enter the Velikaya River, the largest river in the region. The most successful catches are observed in the lower reaches of the river, in the area of the villages of Khotitsa and Kusva. Both floaters and spinners feel equally good here. No one returns from fishing without a catch!
With the onset of spring, the number of fishermen increases sharply on the shores of lakes Ale and Polisto. Ale is located on the Bezhanitsa Upland, Polisto is in the east of the region. In these lakes, noble species of fish are caught - Chud whitefish, grayling, asp, vendace, and brook trout. There are a lot of pike, roach, crucian carp and so on here. Once upon a time, in contrast to the noble fish - “white” or “red”, such fish were condescendingly called “black” or “weed”. And now they’re catching it, and they can’t be happier.
Another fishing place is the Lovat River in the Velikoluksky district. Here they catch pike perch, ide, chub, bream, and silver bream. In Lovat you can find meter-long eel, as thick as an arm, and trout. Near the village of Kostrovo you can catch one and a half kilograms of fish. Timber was floated down the Lovat, so there was a lot of driftwood left in the river. In such river places littered with old logs there are catfish, and if you are lucky, you can pull out a catfish worth ten kilograms. In this case, the fisherman, however, will have to try pretty hard...
A new type of Pskov fish – “sudachek”
A new type of fish has appeared on the shelves of Pskov markets - “sudachek”. That’s what it says on the price tags: “sudachek”, with the letter “e”, 100 rubles. per kilogram. But we are not talking about spelling at all. The size of such a “game fish” is 15-25 cm. Previously, they were embarrassed to sell it separately; they hid it, mixing it with older individuals in one box. And now it is in the most visible place at every fresh fish dealer, without exception, with a separate price tag, in a separate container. Where is he from? Naturally from the networks. Whose networks? Fishing organizations that catch fish in Lake Peipus using mechanical mud nets (a type of trawl. - Author's note). But they are only allowed to fish for pike perch measuring 30 cm or more. And the thirty-centimeter size causes bewilderment, but on the shelves there are fewer “sudachek” even of this awkward size. You can’t catch something like this, but you can sell it! Paradox. And no one cares about this so-called trade, or about the traders. No fishing inspection, no trade. In the catches of fishermen, such small pike-perch is sometimes 50% or more. Such a zander is a yearling or a second-year fish. The pike perch produces offspring only at the end of the third year of life or even the fourth, when it grows to about 40 cm. The fishery catches hundreds of tons of pike perch that have not reached their maturity and have never given birth to offspring. Are we barbarians or are we hungry?
Always bites: the best places for fishing in the Pskov region
There are more than 4,000 rivers and lakes, small and large, on the territory of the Pskov region. Amateur fishermen waited with great anticipation for the opening of the motorboat season. Starting from June 15, the happy owners of boats and motors headed to their favorite bodies of water, to their secret cool places. From July 1, motorized sailing is also allowed on Teploe Lake (in water areas belonging to the Remdovsky Nature Reserve). There is a lot of water, but what about fish? Where can you go to the water and relax and catch fish? We have many such places. For International Fisherman's Day, Pskovskaya Pravda compiled a list of the TOP 5 best, in the opinion of our regular author, an experienced fisherman and traveler, places for fishing. In first place, undoubtedly, I put Lake Peipsi in its southern part - Storozhinets, Podlipye, Raskopel, Ostrovtsy, Podborovye. The way there is not long, from Pskov it’s 80–120 km, but it’s worth it. The views of the endless sea, sandy beaches and pine forests alone are mesmerizing. Setting up a tent camp on a picturesque shore is already a delight and aesthetic pleasure. What about fishing? It is because of her that my comrades and I have been heading here every year for more than 15 years. We have never been left without fish soup. We rarely encounter pike perch; to catch a fanged one, you need good knowledge of its habitat and the specifics of fishing. The main fish there now are perch and pike, if you are comfortable with a spinning rod. Perch stays on rocky places, on “banks” (elevations of the bottom topography), of which there are many throughout the lake. They catch it both by trolling with wobblers and by casting with a variety of baits. But my comrades and the perch give preference to “edible” rubber. And with a float or side fishing rod you can easily catch a bucket of roach, bream, and bream in a short time. And you can catch pike perch and pike perch. I have never seen better fishing than on Lake Peipsi. Mouth of the Velikaya River . Well, there have never been any problems with perch and roach at the mouth. There are also ide, bream, and tench, but these are already in the bycatch. Gdovsky district, the Zhelcha river in its middle course and the flowing lakes Dolgoye, Uzhinskoye, Velye. Starting from the May holidays and almost until October, the banks of this picturesque forest and fish river are completely filled with vacationers. It's time to think about booking seats. Mostly visitors come from St. Petersburg and the Leningrad region; on weekends, Pskov residents fill the rare empty places. But we don’t come here often for fishing. My comrades and I are supporters of quiet places, and summer Zhelcha is an incessant roar of boat engines, fountains of spray from jet skis, skiers, cheesecakes and many other entertainments on the water. But there is fish, and there is a lot of it - every evening a delicious fish soup is cooked simultaneously on hundreds of fires. Lake Alyo, Novorzhevsky district . If you are a supporter of a quiet holiday by the water, then this is the place for you. I have never seen a more picturesque and beautiful lake in our region. Dozens of islands with high shores and pine forests, clear water, many bays. Nearby is the highest point of the Bezhanitsky Upland and the Pskov region - Mount Lobno (337.9 meters above sea level). And fish. There is not as much of it as in Lake Peipus, but fishing is carried out here too and amateur fishermen are not left without a catch - there are plenty of small perch and roach. And there is pike. But here’s the paradox: almost no one here manages to catch a toothy robber with a spinning rod. And no one can explain why - neither local fishermen, nor seasoned visitors. Lake Klyazhe, Usvyatsky district . The most famous Pskov fisherman Mikhail Vasilyevich Titov calls this lake the pearl of the Pskov region. And for good reason. The picturesque forest shores attract tourists, and the abundance of fish found there attracts fishermen. The most exciting July fishing is here at night - you can catch magnificent specimens of bream using rubber. And during the day, in the coastal reeds, both roach, perch, and bream bite regularly. And the residents of Usvyatichi not only love their lake, but also zealously protect it from the encroachment of poachers, both their own and those visiting. For overfishing the daily norm - go to court
On September 24, in the Zhelchevsky Bay of Warm Lake, inspectors of the Pskov fisheries protection department detained two citizens from the Vitebsk region of the Republic of Belarus. Both anglers were fishing for pike using spinning rods from motor boats. Their catches were excellent - one had 15 kg of pike, the second had 20 kg. And the pike are good for their size - in each catch there were several pieces weighing both three and four kilograms. It would seem that such a catch is the dream and joy of any fisherman. But this is if you don’t know (which does not exempt you from responsibility) or don’t follow the rules and laws. And it turns out that in such cases a rich catch is a huge problem for the amateur fisherman. From June 30, 2021, by order of the Ministry of Agriculture No. 255 dated May 24, 2017, maximum permissible limits for the production of aquatic biological resources per recreational fisherman per day were established. According to this document, the daily catch rate of pike in the Pskov-Peipus reservoir, which includes Tyoploye Lake, should not exceed seven kg (in other reservoirs of the Pskov region - no more than five kg). In our case, both 15 kg and 20 kg are exceeding the daily norm. For violation of the Fishing Rules, citizens of the Republic of Belarus drew up administrative violation reports and confiscated boats, motors, spinning rods and 21 kg of fish. A fine of 4,625 rubles was imposed on one of the Belarusians for exceeding the daily pike catch limit by eight kg, and a fine of 4,625 rubles was also imposed on another for exceeding the pike catch limit by 13 kg, plus a fine for each of these citizens for violating the Fishery Rules ( for any violation of the Fishery Rules a fine of 2,000 to 5,000 rubles is provided). You say, how is it that the same punishment followed for eight and 13 kg of pike overfishing? Exactly. The fact is that damage (overfishing) is calculated by heads, not by kilograms. And both one and the other fisherman had five copies of such pike heads. According to the taxes for calculating damage caused to aquatic biological resources, each illegally caught specimen of pike “costs” 925 rubles. The case materials were transferred to the Gdov district court, since the decision on confiscation of fishing gear and vehicles is made only by the court.
Lake survey
The concentration of lakes near Pskov and within the region is indeed very high. Some of them resemble small seas, while others are compact in size and have minimal depth. Among the most popular lakes in the area:
- Chudskoe.
- Blue.
- Sour.
- Maidenish.
The first natural object is 96 kilometers long. A rich flora and fauna thrives in its depths. As for fish, there are about 37 species here. At any time of the year on Lake Peipus you can catch roach, perch, crucian carp, ide, whitefish, vendace, bream, pike perch and pike. And although the number of trophy fish here is small, with the right fishing tactics they make themselves known and end up on the hook.
The average size of pike does not exceed one kilogram, the same applies to the fanged predator pike perch. Local roach grows up to 200-300 grams, although there are exceptions weighing 500-800 grams.
When fishing in cold winter, bloodworms show good effectiveness. Summer time makes it necessary to use fry to search for predators. At the same time, fish can be caught both from the shoreline and from a boat.
Lake Kisloye has always attracted hundreds of tourists with its picturesque nature and large concentration of fish. Here you can find large schools of pike, perch, tench, crucian carp, carp, loach, pike perch and even burbot.
In especially rare cases, it is possible to find an endangered species of peled. In addition, the pond lends itself to periodic seasonal stocking, so the number of individual representatives of the ichthyofauna is constantly growing.
Most often people come here for large carp and crucian carp. If the first inhabitant of the depths is interested in corn, dough and semolina, then the second is only a sandwich consisting of bait of plant and animal origin, for example, bloodworms and maggots.
An interesting natural site in the Pskov region is Lake Devichye. In the reservoir there are all kinds of peaceful and predatory fish, as well as crayfish. For fishing, you can use any existing methods, but spinning tackle works especially well.
Goodbye to the boat, the motor, and the car?
On October 10, on Lake Zaverezhye, in the Nevelsky district, two citizens from Nevel installed ten nets without permission. In the morning, while removing illegally installed fishing gear, they were detained by fisheries inspectors. Fishery protection officers seized fishing gear, a “Rumb” boat, and a 2.4 hp outboard motor. and 44.4 kg of fish. The poachers' catch included bream, pike, roach and silver bream. As a result of illegal actions, damage to aquatic biological resources was caused in the amount of 120,300 rubles. The illegal actions of the detained citizens had signs of a criminal offense under Part 1 and Part 3 of Art. 256 of the Criminal Code of the Russian Federation. (Part 1. Illegal extraction (catch) of aquatic biological resources: a) causing major damage, b) using a self-propelled floating vehicle, Part 3. Acts committed by a group of persons by prior conspiracy). For the committed acts, the punishments listed in the previous chapter are provided (a fine in the amount of 300,000 to 500,000 rubles or in the amount of wages or other income of the convicted person for a period of 2 to 3 years, or compulsory labor for a period of up to 480 hours, or correctional labor for a term of up to 2 years, or imprisonment for the same period). A task force from the Nevelsky District Ministry of Internal Affairs of the Russian Ministry of Internal Affairs for the Pskov Region was called to the scene of the alleged crime. The detainees, as well as materials on the administrative offense and material evidence, were handed over to the police officers. Here, police officers additionally seized a VAZ-2107 car belonging to one of the poachers as material evidence. An investigation is underway, after which the district court will determine the punishment for both Nevelsk poachers.
Recreation center "Alol"
How to spend a holiday on the Velikaya River in the Pskov region? Where should you locate? Considering that the Velikaya River attracts a lot of attention from nature lovers, the leadership of the Pskov region built recreation centers and hotels on its banks. The most popular are “Alol”, “Island Park”, “Skobar” and “Chistye Prudy”.
In the village of Kholyuny (the shore of Lake Zverino) there is a recreation center “Alol”, where vacationers are provided with a winter building, summer houses and cottages. On the territory of the camp site there is a canteen with three full meals a day, which is included in the price of the tour. A children's menu is available for children. There is a point where you can rent a boat or catamaran. The management of the base organizes various excursions around the Pskov region for vacationers.
Arrogance without limits
At the beginning of November of this year, the Pskov branch of the fishing inspection received a message from citizens who are not indifferent to the conservation of aquatic biological resources that almost every night in the waters of the Velikaya River in the area of the villages of Khotitsy-Murovitsy, unknown persons set up fishing nets. Fishing is prohibited in this section of the river, and therefore vigilant Pskov residents logically concluded that, apparently, these people, under the cover of darkness on motor boats, are engaged in illegal activities, that is, poaching. A task force of fishery inspection employees tracked down one of the alleged violators of the Fishery Rules and stopped his illegal activities. On the night of November 2-3, it was established that one of the alleged violators, around 19:00, illegally installed several fishing nets in the Velikaya River near the village of Khotitsy, Pskov region. According to operational data, the citizen always took them off from 3:00 to 6:00. And so it happened, on November 3 at 2:45, while unloading three nets (65 mm and 95 mm mesh) and the catch from a motor boat, citizen R. was detained. The poacher’s catch this time was small - three bream, one pike perch and one silver bream. The illegal actions of citizen R. had signs of a criminal offense under Part 1 of Art. 256 of the Criminal Code of the Russian Federation (Part 1. Illegal extraction (catch) of aquatic biological resources: b) using a self-propelled floating vehicle). For the committed acts, the punishment specified above is provided (a fine in the amount of 300,000 to 500,000 rubles or in the amount of wages or other income of the convicted person for a period of 2 to 3 years, or compulsory labor for a period of up to 480 hours, or correctional labor for up to 2 years, or imprisonment for the same period). The nets, catch, boat and outboard motor were seized. The case materials were sent to the Pskov linear department of the Russian Ministry of Internal Affairs for transport. The impudence in the illegal actions of citizen R. is striking - the place from where he went poaching fish and landed with illegal catch is the Volna boat cooperative, located literally fifty steps from the Pskov fisheries protection department.

"Fish" officials
It is obvious that the fishery inspectorate alone cannot restore order in water bodies. The position of “fish” officials in the Pskov fisheries protection department, and in the branch of the research institute, and in the environmental management committee of the Pskov region is surprising. In order to inform the public about the state of affairs on Pskov rivers and lakes, I have to be sophisticated, almost humiliated, by asking for information. And more and more often, under various pretexts, they refuse to receive it. But my actions are protected by Federal Law No. 2124 of 1991 “On the Mass Media”, where in Art. 47 states that a journalist has the right to seek, request, receive and disseminate information. But the local bosses didn’t give a damn about this law and sent me to various authorities, for example from Nevel to Pskov, from Pskov to St. Petersburg, and once from the Pskov Committee for Natural Resources they even sent me to the State Duma of the Russian Federation and the Ministry of Agriculture of the Russian Federation for an answer. It’s good that it’s not yet to V.V. Putin.
But all my questions, to one degree or another, concern only the state of our Pskov rivers, lakes and their inhabitants, our ecology.
And where do they know this better? In Moscow or St. Petersburg? I can find only two explanations for this - either there is something to hide, or senior bosses are not confident in the competence of their subordinates in the field. And they set them up, pushing them to violate the media law. What is the use of detaining poachers if no one except one or two dozen people knows about their illegal acts? And it’s a completely different matter when tens of thousands of residents of the Pskov region learn about it through the media. And, after reading the information, they make the right conclusions in a timely manner.
